Résumé
This training enables to acquire a practical expertise in the development, implementation, assessment and improvement of a State Safety Programme (SSP).
Objectifs de la formation
After completing this module, the student will be able to:
- Manage the implementation of a State Safety Programme (starting phase);
- Steer or actively contribute to a State Safety Programme in order to ensure that it effectively assesses and mitigates safety risks (cruising phase).
Description
- Safety management at State level, State safety programme: introduction and how all State safety management activities build a safety continuous improvement programme.
- Understanding the SSP framework and identifying the functions to be developed in one State to start or to enhance an existing SSP, with a risk based approach.
- Development of a SSP implementation plan , based on the gap analysis (starting phase).
- Development (starting phase) and management (cruising phase) of safety data collection, analysis and exchange for the State.
- The principles of risk-based oversight system.
- How to build and manage a robust SSP ?
- Identification of the safety policy, objectives and risk portfolio,
- Carrying out safety actions: Risk-based oversight in practice for Air Operations,
- Carrying out safety actions: Risk-based oversight in practice for Air Navigation,
- Building and managing a robust SSP: acting upon an SSP including Bowtie Risks Models.
- Building up a training program for the technical personal at State Level
- Carrying out the follow up of the safety actions (achievement, impact on safety), SSP maturity assessment
- The interfaces between SMSs and SSP, share the benefits
